"Creation of crafts support centre in municipality of Lom"

Aim:

To give opportunities for long term employment for disadvantaged groups in Lom and region through establishment of Craft Center Support in the Municipality of Lom.

Target groups:

  • Disadvantaged groups representatives, who are long term unemployed, registered in the Labour bureau- Lom.
  • Pepople who would like to develop thir own business.

Activities:

I. Activities targeting to unemployed people.

  1. Qualification courses conduction for the following specialties:
    • Masonry
    • Constructor
    • Baker
    • Cook
    • Waiter– barman
    • Shuttering
    • Tailor
    • External tiling and surfaces
    • Internal tiling and surfaces
  2. Internship in real working environment for who had passed successfully the training. Practical training in the working place provides possibility for the employers to make a direct observation on the professional development of the participants in the internship and a possibility to chose and hire the best ones after the probation.
  3. Intermediation for hiring at permanent job place for the best participants, successfully passed the training and the internships. According to the preliminary agreements the best participants from the courses after the practical courses and following internships will be hired at a regular job. All participants will be registered in the virtual market base data.

II. Activities targeted to people who want to start-up their own business:
Implementation of four trainings involving the following modules:

  • Business strategy
  • Small firm marketing
  • Business plan development
  • Computer literacy

The Craft Center’s тeam will provide individual business consultations to the project participants. In the different stages will be given different consultations. The consultations will cover the main topics – from real business strategy development to firm organization, management and relations with the different institutions:

  • Judicial consultancy – preparation and realization of the procedures for firm registration
  • Business plan development
  • Admission to finance
  • Development of marketing strategies
  • Financial analyses
  • Strategies for human resource development
  • Analysis of risk agents

Programme – “House assistants”


Main goal of the project is: Insuring of jobs and social integration of 40 longterm unemployed people.
Objectives: Creation of job habits of longterm unemployed people and following successful integration to the labor market.
Trough implementation of this project will decrease the level of unemployment, will create possibilities for making social services to two of the most vulnerable groups – people with disabilities and Roma elderly people, who needs assistance in Lom.

Activities:

Feeding:
Food delivery

Cleaning of the house: some small cleaning

Shopping of some products for hygiene, food, bread etc.; paying of bills – electricity, water, taxes etc.

Administrative and medical services: assistance in delivering of medical documents, to the pension services, social services offices etc.

Envelopment of the project: the activities are implemented in the town and in the 4 Roma quarters of Lom

Total number of assistants: 40 people for 12 months

Total number of beneficiaries: 120 people

Roma Education Inclusion through Community Development


The aim of the project is to support good governance, to improve social environment and services for ethnic groups and provide access to quality education for the representatives of local authorities and pedagogic staff.
The objectives: to raise awareness about the civil rights of the people, to prevent them from administration maltreatment, to improve opportunities to local administration and the pedagogic staff from schools to learn more on Roma culture and history as a model for ethnic tolerance and respect to diversity, introducing multicultural components in the curriculum, to provide access to high quality education, thus improving the relations between the majority and minority population in 5 municipalities in Bulgaria.

Project outcomes:
With regard to the needs assessment the expected outcomes are as follows:
– Database for the schools and the conditions for studying of the Roma children and for the existing desegregation practices;
– Educational needs of the Roma children, researched and evaluated – as a base for the next activities under the project and for the selection of the schools in the relevant regions.
– Providing access to quality education through improving the educational practices, classroom environment and creating caring communities;
- 248 teachers trained;
- 17 school principals trained;
- members of the School Boards of Trustees trained;
- representatives of the local Council on Ethnic Issues, Directorate “Ethnic and Demographic Issues”, 4 Regional Inspectorates of Education, 5 municipalities, the local structures of the State Agency for Child Protection trained;
- representatives from Roma non-government organizations and community leaders in 4 locations trained; - representatives from Roma communities trained.
- A Book written about the experience in creating mechanism for implementation of the local educational strategies.
- A documentary film representing the activities and the people included in the project developed.
- A web site created and the information about the activities under the project uploaded and regularly updated.

Project PHARE 2004 – „Creation of crafts support centre in municipality of Lom


The strategy of the project is assigned toward the integration of minority societies in Lom region and aims to create employment opportunities.

The main purpose of the project is to contribute for the social and economic integration of disadvantaged minority groups through targeted policy at the labour market in Lom – region with mixed ethnic population.

It will be achieved through realization of the specific objectives that follow:

  1. To give opportunities for long term employment for disadvantaged groups in Lom and region through establishment of Craft Center Support in the Municipality of Lom.
  2. To raise the competitive power of 20 established and 20 starting-up craftsmen in the region through training for enterprising, consulting and technical support.
  3. To raise the qualification of 108 unemployed through vocational training and mediate for their permanent employment.

The activities target to create a relevant working Craft Center Support where all interested will receive consultation about own business development and information about the existing and emerging markets. Parallel with this the center will support and encourage initiative people orientated toward family business. The center will mediate for permanent employment and will provide starting vocational training. The proposed actions will provide the target group with internship in working environment and mediation for hiring them at permanent working places.
Another group of project activities is directed to training of established and starting-up craftsmen. The third section of the activities is oriented to provide basic vocational training for unemployed in correspondence with market needs in the Municipality of Lom.
According to the long term plan the project will support for the real integration of representatives from disadvantaged minority groups in the real service and labour market.
In a long term plan the project will demonstrate a working approach for integration of minority groups through participation of all relevant stakeholders - the targeted roma communities, employers, local government and local based central institutions.

It foresees to achieve the following main groups of results and outcomes:
1) established and working Craft Support Center;
2) established and starting-up craftsmen trained for business abilities and provided consultation;
3) unemployed representatives of the community, which have passed the courses and internship;
4) successfully realized model for mutual collaboration for overcoming the poverty in the town through providing employment;
5)changed stereotypes towards the unemployed roma people from the employers` point.

The 2003 PHARE Project “Educational and Health Integration of the Vulnerable Minorities, with special attention to the Roma people”


The 2003 PHARE Project “Educational and Health Integration of the Vulnerable Minorities, with special attention to the Roma people”, in which the Roma Lom Foundation participated as a partner organization in the consortium with the Versailles University in Paris and the leading organization International Centre for Pedagogue Training (Centre International d’Etudes Pédagogiques – CIEP) is being implemented at the national level in five regions, e.g. Blagoevgrad, Kjustendil, Montana, Sofia and Shoumen.

The goals of this program are: to improve implementation of the principles envisaged in the Frame Program for Equal Integration of the Roma People in the Bulgarian Educational System. The project aims not only at developing of mutual understanding among the members of the different minority groups and acceptance of every individual as an integral part of Bulgarian society through education and training, which is the foundation for achieving this goal. This means knowing how to live together, not separately. We are convinced that it is necessary to encourage development of multi-cultural environment, as well as to promote multi-cultural education. Training of teachers, teacher assistants and school- principals, municipal and national administrators is the cornerstone of the project. This training will be the mechanism for improving the awareness of the issues related to minorities, covering all measures for development of mutual respect in which the Roma Lom Foundation participated as a partner organization in the consortium with the Versailles University in Paris and the leading organization International Centre for Pedagogue Training (Centre International d’Etudes Pédagogiques – CIEP) is being implemented at the national level in five regions, e.g. Blagoevgrad, Kjustendil, Montana, Sofia and Shoumen.

“From political decisions to practical implementation”, supported by Oxfam Novib, the Netherlands. The emphasis of the five-year strategy of the organization (2008-2012) is the raised awareness of society, and in particular of the Roma community, towards the issue of gender equality. The promotion of gender-equality is a cross-cutting goal and element in all project activities.

The RLF strategy is targeted in two directions:
The project has a comprehensive approach based on the human-rights development philosophy.

The major goal of the program is to encourage and support social emancipation of the Roma community in Lom municipality and the region of North-West Bulgaria through the stimulation of participation of excluded groups in the decision-making process at the local level.
In long-term perspective the project is directed towards:

I.Practical implementation of international and national policies on disadvantaged communities, corresponding to the specifics of municipalities in North-West Bulgaria.

Specific objectives:

1. To develop the human resources of civil society organizations and groups, and of institutions in North-West Bulgaria.
2. To create conditions for raising the level and quality of education among disadvantaged communities.
3. To apply good practices for income generation among disadvantaged communities.
4. To improve the quality and access to social services in Lom through the provision of services of a new type.

II.Replication of successful local models from Bulgaria in the countries of Central and Eastern Europe.

Specific objectives:
1.
To foster the development of strategic partnerships and coalitions between citizen organizations between citizen organizations and the state at the local, regional and national level.
2. To transform the policies to disadvantaged communities into every-day practices at the regional, national and international level.

Measures:
The efforts of RLF are targeted in two directions and the implementation of planned activities brings about results that contribute to functional and structural changes.

  • For the attainment of functional changes, measures are taken for the solution of concrete every-day problems encountered by people from the community and from disadvantaged groups.
  • For the attainment of structural changes, measures are taken for the practical implementation at the local level of national policies to disadvantaged groups. The implementation of these policies will be carried out through the design of concrete plans corresponding to the local specifics.
